I had to figure out some stuff, but the link you gave me was handy enough.
-Extract the archive
-Create a shortcut of hl.exe to the desktop
-Right mouse button on it -> Properties
-Now make sure it says: LOCATIONOFhl.exe -game cstrike
-If it ask for a CD-Key, just fill in the boxes with A's
