Filmul urmărește ascensiunea și decăderea senatorului Hart, care a captat imaginația alegătorilor tineri și a fost considerat principalul cîștigător al nominalizării la Președinția Democrată din 1988, când campania sa a fost eliminată de povestea unei relații extraconjugale cu Donna Rice.
