După o perioadă de câteva luni în care nu s-a rezolvat nimic căci vinovatul pentru moartea fiicei sale nu a fost găsit, Mildred Hayes (câștigătoarea Premiului Oscar, Frances McDormand, cea mai bună actriță în rol principal) face o mișcare îndrăzneață și încercând să atragă atenția pentru lipsa de implicare a poliției, decide și decorează trei panouri publicitare în afara orașului Ebbing, cu un mesaj controversat adresat lui William Willoughby (Woody Harrelson), șeful poliției orașului. Acțiunea se intensifică o dată cu implicarea ofițerului Dixon (Sam Rockwell, Premiul Oscar pentru cel mai bun actor în rol secundar), un bărbat imatur, cu înclinație spre violență, și se sfârșește cu bătălia dintre Mildred și Ebbing.
